Puerto Rico is under a new fiscal governance regime. This session will present a summary of the Puerto Rico Fiscal Plan, as submitted to the Puerto Rico Financial Board under PROMESA and will explain the collaborative efforts between the Government of Puerto Rico and the Puerto Rico Oversight & Management Board. Emphasis will be placed on the measures that will be taken to move Puerto Rico to a fiscal balance and positive economic growth.

Puerto Rico has a comprehensive PPP framework that compares favorably against other states in the U.S. In addition, Puerto Rico has proven track record in delivering PPP projects in transportation, energy and other sectors. This panel will discuss the positive elements in the Puerto Rico PPP framework, its project evolution and its overall new project pipeline. It will discuss its collaborative efforts with Puerto Rico Oversight & Management Board and will discuss the benefits of recent enhancements to the Puerto Rico PPP legislation, among others.

11:00 AM – 12:00 PM: Financing Market for PPP Opportunities in Puerto Rico

The level of interest from financial markets and lenders to new Puerto Rico PPP projects will prove to be critical for Puerto Rico to be successful in delivering future PPP projects. This panel will describe Puerto Rico’s challenges and opportunities in obtaining financial interest for PPP projects. The panel will discuss local financing market and the corresponding international investment market interest from the equity and lending perspectives. Furthermore, the panel will discuss opportunities to obtain support from Federal programs such as TIFIA, WIFIA, PABs and others that may enhance the financial viability of specific PPP projects. Special emphasis will be upon self-revenue generating projects such as toll roads, broadband, monetization from surplus of government owned land, and lease payments from social infrastructure.

10:00 AM – 10:50 AM: Case Study: Metropistas and Aerostar’s Experience in Puerto Rico

This panel will discuss the experience of two major P3 concessionaires on the Island: Autopistas Metropolitanas de Puerto Rico, LLC (Metropistas), winner of the long-term concession of toll roads PR-22 and PR-5 in 2011 and Aerostar Airport Holdings, LLC (Aerostar), winner of the P3 concession of the Luis Muñoz Marín International Airport in 2013. Both infrastructure transactions are considered landmark P3 projects in the U.S. Panelists will discuss the advantages and challenges of investing in Puerto Rico and the attributes of the P3 procurement process in Puerto Rico. Also, both concessionaires will be sharing new initiatives to strengthen the investment climate in Puerto Rico and foster the delivery of additional P3 projects on the Island.
